When do fuel prices change in the Philippines? Weekly. Oil companies announce on Monday afternoon, typically between noon and 5 PM, and the new price takes effect at 6:00 AM on Tuesday. Mid-week adjustments happen occasionally when the world market moves sharply or when fuel taxes change.

What time exactly does a price change take effect? 6:00 AM Tuesday, Philippine time. That makes Monday night the last chance to fill up at the old price — which is exactly when our alert is sent.
Ang MOPS (Mean of Platts Singapore) ay ang benchmark na presyo ng refined fuel — gasolina, gasoil, kerosene — na ipinapalit-palit sa Singapore, ang trading hub ng rehiyon. Halos lahat ng gamit nating panggatong ay inaangkat, kaya ang lokal na presyo ay MOPS kasama ang freight, buwis at margin. Kapag tumaas ang MOPS ngayong linggo, iyon ang nasa pump sa susunod na linggo.
What is MOPS and why does it decide the price? MOPS (Mean of Platts Singapore) is the regional benchmark price for refined product traded through Singapore. The Philippines imports nearly all of its fuel, so the local pump price is essentially MOPS plus freight, duties, excise, VAT and margin. This week’s MOPS is next week’s pump price.
Tatlong bagay ang karaniwang dahilan: (1) ang galaw ng refining margin sa rehiyon — pwedeng tumaas ang diesel kahit tahimik ang crude, halimbawa kapag may sirang refinery sa Singapore o Korea; (2) ang presyo ng Dubai crude at ang halaga ng piso, dahil dolyar ang bayad sa kargamento; at (3) ang buwis — excise at VAT — na diretsong nadaragdag sa pump price. Why do fuel prices go up? Three drivers: regional refining margins (diesel can rise while crude is flat, for instance after a refinery outage), Dubai crude plus the peso-dollar rate since cargo is paid in dollars, and taxes — excise and VAT feed straight into the pump price. The industry has been deregulated since 1998, so companies, not the government, set the price.

What is a rollback? A rollback is a price decrease. It follows the same schedule as a hike — announced Monday, effective 6:00 AM Tuesday. We do not nag about rollbacks: there is no reason to rush to a station when prices are falling, so we tell you once and leave it there.

Hindi. Ang inaanunsyo kada linggo ay ang galaw ng presyo, hindi ang presyo mismo. Iba-iba ang absolutong presyo kada brand, kada lungsod, at kadalasan mas mahal sa highway kaysa sa loob ng subdivision. Pero halos pareho ang adjustment sa lahat — kaya ang adjustment ang binabantayan namin.
Is the price the same at every station? No. What is announced weekly is the change, not the price. Absolute prices differ by brand and location — highway stations are usually dearer. The adjustment, however, is close to uniform, which is why we track the adjustment.

Where does Presyo Patrol’s data come from? Two sources with two different jobs. News coverage from Thursday through Tuesday gives us the weekend estimate and Monday’s announcement — that is what the alert is built on, because you need to know before 6 AM. Then every Wednesday we pull the DOE Oil Monitor, the Department of Energy’s official weekly bulletin, and that becomes the authoritative record; where our alert and the bulletin disagree, the bulletin wins and we correct the row. Anything not yet confirmed is labelled “estimate only” rather than dressed up as certainty.
